Adams viewed Portland arts, cultural and music scene and vibrant but siloed. He and his staff[i] worked with RACC to start a quarterly gathering called ArtSpark[ii] of local to connect local artists, organizations, and creators to exchange resources and hold space for creative community. It developed to feature 2-4 artists per event, community partners and featured organizations.
