As a mayor, city commissioner, mayoral chief of staff, nonprofit leader, entrepreneur, and consultant, Sam Adams has more than 35 years of success building, collaborating and leading and diverse teams.


Sam helps local, national, and global, clients evaluate their strategic options to achieve their goals. His consulting services are based on life experience, a passion for evidence-based research and hands-on expertise with government, business, nonprofits, and political campaigns. 


He has helped create, develop, and implement policies, plans and strategies that have helped Portland, Oregon go from being one of the hardest hit communities to one of the strongest local economic recoveries the 2008 Great Recession. His leadership helped Portland be ranked as of the nation’s best cities (Bloomberg Businessweek 2012) and the most sustainable large city in the U.S. (Mother Nature Network 2009).

Since leaving the Mayor's office in 2013, Sam served the Executive Director of the 100-year-old civic improvement nonprofit, the City Club of Portland.

Sam Adams, our hard working Executive Director these past two years, has been key to City Club’s renewal... grow membership 47%; to diversify its leadership; to increase revenues from donations, grants and corporate sponsorships; and to welcome more than 12,000 attendees to 120 civic events. In 2014, City Club completed 15 research projects, the highest number since 1984.”

In 2015, Adams was the founding director of the Washington, DC based World Resources Institute's (WRI) US program, expanding WRI's work with American states and cities, and creating new research partnerships with think tanks in Mexico, Canada, and the United States.
